BIS CRS, also known as the Compulsory Registration Scheme, was introduced by the Ministry of Electronics and Information Technology (MeitY) in the year 2012. Initially, 15 categories of electronic items were notified under this scheme by passing the Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012. However, subsequently, more electronic goods were added to the same.


BIS CRS certification requires the manufacturer of the products notified under the scheme to obtain BIS certification for those products. Certification can be obtained through registration on a self-declaration basis by the filing of Form-1. Let’s understand the eligibility criteria and procedure to obtain BIS registration.


Eligibility Criteria for BIS CRS Registration


Following are the eligibility criteria for obtaining BIS CRS registration and factors you should keep in mind while applying for the same:


  • BIS CRS registration is granted only to the manufacturers. The importer, retailer or trader is not eligible for obtaining the BIS CRS license. 
  • The license is granted only for a particular address site. In case the address of the manufacturer changes, then a new license shall be applied for.
  • A separate BIS CRS license shall be applied for different products in case the manufacturer is engaged in the production of more than one product.
  • In case the original equipment manufacturer (OEM) or the manufacturer is manufacturing the same product for more than one brand or company, then it shall obtain a separate BIS license.


Therefore, the following entities can make an application for BIS CRS registration:


  • Any domestic or foreign manufacturer that is willing to sell its products in the Indian market can apply for the license.
  • An existing manufacturer who is willing to sell its products under a different brand can apply for the license.
  • An existing manufacturer that is manufacturing its products from a different location can apply for the license.


BIS CRS Registration Procedure 


Following is the procedure to obtain BIS CRS registration:


  • The manufacturers shall file the BIS CRS registration application. In the case of a foreign manufacturer who is not having a liaison office in India, then an All India Representative (AIR) shall be nominated by such manufacturer. It can be either the trader, importer or Indian subsidiary of the manufacturer.
  • The BIS officer will visit the factory for a preliminary inspection
  • Once the inspection is done, product samples will be tested
  • The BIS officer will decide on the final result after the completion of his evaluation


Once the inspection process gets completed, the inspecting officer shall begin with the surveillance process. During the surveillance process, the following steps will be undertaken by the inspecting officer:


  • A factory visit will be conducted by the inspecting authority to testify the test results
  • The samples will be sent to the independent labs by the inspecting officer
  • A test report shall be issued containing the feedback or the complaints found during the investigation
  • A performance review report shall be generated
  • BIS license will be granted after a review of the report
