The Federal Communications Commission sent separate letters to AT and Verizon on Thursday further expressing concerns over the carriers use of data cap exemptions, a practice more colloquially known as zero-rating.

The letter to AT comes as the latest part of a back-and-forth the Commission has had with the company over the past month.The FCC in November said it had serious concerns with AT s use of zero-rating, particularly with regard to its new DirecTV Now streaming TV service, which users of AT s mobile service can stream over mobile data without it counting against their data caps.AT responded shortly thereafter, saying its data exemption policy benefits consumers, and noting how the FCC has no hard-and-fast rules in place regarding the practice.That response didn t allay the FCC s worries.

In the letter via Ars Technica , Jon Wilkins, the FCC s wireless and telecoms chief, says the Commission has now reached the preliminary conclusion that these practices inhibit competition, harm consumers, and interfere with the virtuous cycle needed to assure the continuing benefits of the Open Internet.

The letter says the FCC s primary concern is with how AT s Sponsored Data program requires companies to pay AT for the ability to not count against a user s data cap, while its own services, such as DirecTV Now, receive the same benefits at no added cost.AT has repeatedly defended this charge by saying that DirecTV does pay the same rates as any other company in the Sponsored Data program, but since AT owns DirecTV, the FCC isn t buying it.The agency estimates that a third-party video service would have to pay AT $16 per month to offer zero-rated service to someone who streams 10 minutes of video over LTE data per day, and $47 per month for someone who streams LTE video for 30 minutes per day.

DirecTV Now, meanwhile, starts at $35 per month.

If we understand these facts correctly, Wilkins says, AT seems to present the unaffiliated provider with a choice that is unreasonable on its face: either pay a Sponsored Data rate resulting in a $16-$47 per month — or higher — incremental cash cost not incurred by AT that would make it very difficult, if not infeasible, to offer a competitively-priced service, or instead require its customers to pay significant amounts for their own usage of data while AT s zero-rated DirecTV Now service offers the same usage for free.

STOCKHOLM—Swedish telecommunications-equipment maker Ericsson ERIC -4.77 % AB announced further cost reductions and job cuts on Tuesday after reporting a 24% drop in second-quarter net profit, as it faces stiff competition and continued weak product demand in most of its markets.

The company said it aims to double its operational savings by 2017 by reducing research and development costs and capturing efficiency gains from a new company structure, as well as from its partnership with Cisco Systems Inc. CSCO 0.23 %

The firm expects the cuts to lower its annual operating expenses, excluding restructuring charges, to 53 billion Swedish kronor $6.20 billion in a year s time, compared with 63 billion kronor for the full year of 2014.

The operation comes in addition to a continuing efficiency program of 9 billion kronor, which Ericsson said is going according to plan.

The restructuring comes as Ericsson, one of the world s largest telecom-gear providers, faces competition from its Nordic rival Nokia Corp. NOK -1.45 % and new operators such as Huawei Technologies Co., the rapidly growing Chinese network equipment maker that has been offering innovative products at competitive prices.

Ericsson, whose share price has lost about a third of its value over the past year, on Tuesday reported a second-quarter net profit of 1.59 billion Swedish kronor, down from 2.09 billion kronor a year earlier.

Facebook and Microsoft are building a massive underwater cable across the Atlantic Ocean to deliver faster cloud and online services as data consumption rises, the tech firms said Thursday.The cable, called  MAREA, spans more than 4,101 miles and will connect data hubs from Northern Virginia to Bilbo, Spain, and then to network hubs in Europe, Africa, the Middle East and Asia.With a bandwidth of up to 160 terabytes per second, the cable is the highest-capacity subsea cable to ever cross the Atlantic and will be the first to connect the United States to southern Europe, the companies said in a news release.Construction of the cable will begin in August and is scheduled to be completed in October 2017, according to a news release from both companies.

Telxius, which is part of telecommunications company Telefónica, is managing the cable system.

North Korea's very limited Internet has, for the second time in its brief history, obtained a redundant connection to the outside world.

Dyn Research and North Korea specialists 38 North went public with the existence of the new link on October 1.

Dyn's Doug Madory and 38 North's Martyn Williams spotted route announcements from Russian carrier Transtelecom (TTK, as AS20485) that it could reach several North Korean IP ranges.

The pair speculate that given the pressure currently bearing down on the Hermit Kingdom, Norks is becoming wary of the leverage China has as its only link to the Internet, and is connecting to Russian fibre at the Friendship Bridge railway link between the two countries.

38 North's Williams notes that the US is pressuring China to “end all business with North Korea”, which would if carried out cut off that one slim link.

There are four BGP routes in North Korea's Internet, announced as AS131279, and most of the time the country has only been reachable through China Unicom.

Tom Wheeler served as the chairman of the Federal Communications Commission for four years, before the arrival of President Trump and his nominee Ajit Pai ended his tenure.

Under his rule, the FCC fought for the rights of consumers and for a free and competitive internet.

The cornerstone of his legacy is the Open Internet Rule, the mechanism that enshrines net neutrality in federal rules, and stands between profit-seeking telecoms monopoly and the American public.

As you might expect, Wheeler is angry and disappointed (like the majority of the American population) by Ajit Pai’s plan to reverse the Open Internet Rule and give telecoms companies the ability to discriminate on the type of content you can access using your internet connection.

In his new role as a fellow of the Brookings Insitute, he explains why Pai’s move is an existential threat to a free and open internet:

The Trump FCC’s proposal to eliminate the over-two-year-old Open Internet Rule is a shameful sham and sellout.

In a statement released today on the Federal Communications Commission’s (FCC) website, FCC chairman Ajit Pai said that he opposes China Mobile’s attempt of becoming a U.S. telecommunications provider.

The largest telecommunications provider and carrier in the world, China Mobile submitted its application to the FCC in September 2011.

Since then, the needle hasn’t moved much due to the constant vetting by intelligence agencies.

Even though the FCC votes in May on whether to approve or deny China Mobile’s application, Pai’s statement strongly suggests that the FCC will deny it:

After reviewing the evidence in this proceeding, including the input provided by other federal agencies, it is clear that China Mobile’s application to provide telecommunications services in our country raises substantial and serious national security and law enforcement risks.

Therefore, I do not believe that approving it would be in the public interest.

p The United Kingdom’s Investigatory Powers Bill faced a firestorm of criticism this week after a leak of documents detailing the law’s surveillance powers.

According to the International Business Times, it would permit U.K. law enforcement agencies to request the content of telephone calls, text messages, and internet browsing activity, and require some telecoms and services to provide a way around encryption.

The leak included a nine-page draft titled “technical capability notice,” which required internet providers and phone companies to “provide and maintain the capability to ensure the interception, in their entirety, of all communications […] in their entirety, of all secondary data authorized by or required by the warrant.” Telecom companies would be expected to hand over data within 24 hours, in some cases, and would be required to store data for 12 months.

The Investigatory Powers Bill also targets end-to-end encryption, the digital method of obfuscation used to secure communications.

Telecom companies — including U.S. companies which operate in the U.K., potentially — would be required to “disclose, where practicable, the content of communications […] in an intelligible form and to remove electronic protection applied by or on behalf of the telecommunications operator.”

There are some limits to what U.K. authorities could do.

A third of U.K. adults check their mobile devices in the middle of the night, according to a study from Deloitte that also suggested the pace of consumer adoption of smartphones will fall in the next 12 months.The study of 4,000 people, published Monday, showed 10 percent of people look at their device immediately after waking, and 52 percent check within 15 minutes.

The numbers are similar at the end of the day with 10 percent looking at their phone immediately before they go to sleep.Nine years after the first touch-screen smartphone entered the market, four out of five -- or 81 percent -- of U.K. adults own one, rising to 91 percent for those 18 to 44 years old.

The first quarter of 2016 saw the smallest year-on-year growth in that time.

The pace of smartphone adoption is slowing to a crawl and may increase 2 percent to 4 percent in the next 12 months, from 7 percent in 2015, Deloitte said.

For the first time we have captured data on the U.K. population s nocturnal smartphone habits and have found that the smartphone is truly a 24/7 device," said Paul Lee, head of technology, media and telecommunications research at Deloitte.

The research shows consumers need to learn how best to run their lives with smartphones, as opposed to having their lives run by their devices.

Etisalat Nigeria has attempted to put its financial woes firmly in the past, rebranding its mobile proposition to 9mobile.

It has been a couple of months to forget for Nigeria’s fourth largest mobile player, as the country’s central bank stepped in to sort out the mess which was seemingly escalating, but that will be banished to the history books as execs try to reinvent the brand.

It might well be the case, but there is a risk of jumping the gun here.

“Although our trading name has changed, we remain true to the same values on which our company was built,” Boye Olusanya said in a statement (courtesy of AllAfrica).

And while it reassuring the provider will remain true to its heritage, we hope this isn’t the case as to how they manage their cash.

“Emerging Markets Telecommunication Services Limited (EMTS), which previously traded as ‘Etisalat Nigeria’ wishes to inform its over 20 million subscribers, government, regulatory agencies and all relevant stakeholder groups that the telecommunication company has changed its name to 9mobile as a further testament of our unwavering commitment to ensuring business continuity as Nigeria’s fourth largest telecom operator,” said Olusanya.

Etisalat Nigeria has attempted to put its financial woes firmly in the past, rebranding its mobile proposition to 9mobile.

It has been a couple of months to forget for Nigeria’s fourth largest mobile player, as the country’s central bank stepped in to sort out the mess which was seemingly escalating, but that will be banished to the history books as execs try to reinvent the brand.

A third of U.K. adults check their mobile devices in the middle of the night, according to a study from Deloitte that also suggested the pace of consumer adoption of smartphones will fall in the next 12 months.The study of 4,000 people, published Monday, showed 10 percent of people look at their device immediately after waking, and 52 percent check within 15 minutes.

The numbers are similar at the end of the day with 10 percent looking at their phone immediately before they go to sleep.Nine years after the first touch-screen smartphone entered the market, four out of five -- or 81 percent -- of U.K. adults own one, rising to 91 percent for those 18 to 44 years old.

The first quarter of 2016 saw the smallest year-on-year growth in that time.

The pace of smartphone adoption is slowing to a crawl and may increase 2 percent to 4 percent in the next 12 months, from 7 percent in 2015, Deloitte said.

For the first time we have captured data on the U.K. population s nocturnal smartphone habits and have found that the smartphone is truly a 24/7 device," said Paul Lee, head of technology, media and telecommunications research at Deloitte.

The research shows consumers need to learn how best to run their lives with smartphones, as opposed to having their lives run by their devices.
