Teri Pennington

Deputy CIO, City of Austin, TX


Ms. Teri Pennington serves as the Deputy Chief Information Officer (DCIO) for the City of Austin, Communications and Technology Management department, (CTM). Ms. Pennington leads the Department's infrastructure systems, collaboration systems, Service desk, data centers, security, edge device management and customer relationship management. Some major accomplishments are: She has created a cyber security program, instituted a citywide technology refresh on networks and edge devices, improved operational responsiveness by 13%, created a successful mentorship program for future IT leaders and have saved the city millions of dollars through innovation, leveraging solutions and contracts. She is currently working to move sections of the city's IT services into the cloud safely.


Ms. Pennington has over 19 years of IT experience. She started her career in Cyber security and even with the additions of different areas of IT expertise, she has never left it. In 2011, the Greater Austin Area Telecommunications network won Community Broadband Organization of the Year award. In 2012, CTM received the Green IT award, and the Flood Early Warning System won a Best of Texas Award from Government Technology Magazine. In 2013, CTM won an honorable mention for the Enterprise Security Access System in the Collaboration category from Digital Government and Digital Communities Program. In 2014, CTM won Public Technology Institute’s IT award for Metro Rapid system that allows Capital Metro’s rapid buses to give Austin citizens a better mass transit experience.


Ms. Pennington holds a Master of Business from the McCombs School of Business at the University of Texas at Austin and a Bachelors of Arts degree in the Plan II Honors Program at UT Austin. She is a member of Greater Austin Area Telecommunication Network Board, the Digital Inclusion Strategy team, an active Toastmaster and speaks Japanese.
