The dark web is a part of the internet that requires specialized software to access. This includes the Tor browser and the Invisible Internet Project (I2P) network. Tor protects your computer’s IP address when browsing websites and I2P creates a virtual private network (VPN) to allow you to surf the internet without revealing your location.

While a number of legitimate uses exist for the dark web, it is also used by criminals to sell illicit goods and services. These range from recreational and prescription drugs to stolen personal information, weapons, and hacking services. Some sites even offer paid assassinations. Many of these illegal marketplaces accept Bitcoin and other cryptocurrencies.

Law enforcement officials have begun to crack down on the most egregious dark-web activities, such as when a team of investigators from across several countries took down the Silk Road, an Amazon-like marketplace for illicit drugs. However, this problem is global in nature and will require international cooperation and improved intelligence sharing among law enforcement agencies.

The dark web is not safe for anyone to browse, but the risks are particularly high for people who work or use devices that connect to it. For example, a device may be infected with malware or ransomware while on the dark web and if that happens, it could be used to steal user identity and bank account information.
