The Tech Radar reports suggest that even though the sources could not say much about the location where the game will be set in, but the clues suggest that Rockstar was planning of setting the game in Tokyo.
It seemed initially that Rockstar was serious about the idea of a Tokyo-based GTA, but later it scrapped the idea and focused on titles set in and around the United States.
